Shroud Storms
Like with weather events (rain / storms, snowfall), rarely a Shroud storm occurs where the fog rolls into more areas / the whole region, that may be a tier lower than the previous region's Flame level is (so it's not just sudden deadly shroud if you're exploring), or just the first tier of Shroud to be simple. Kind of like Temporal storms in Vintage Story

JBI like this idea. It's kinda like the occasional Blood Moon in Tears of the Kingdom.
Maybe a 'Shroud Moon' appears once every ~30 moon cycles or so and like you mentioned the 'fog rolls in' and the night lasts for a full day sequence, in essence it strengthens the shroud while that special night lingers longer than normal and allows it to expand during that time. -

DampendairI like this idea from a gameplay standpoint, but from a lore point of view it would just kill all the NPCs. If there was a canonical way that NPCs could enter enshrouded areas without long term health problems, it could work. Sounds like a fun idea, though.
