Having a profanity filter to turn on and off/Custom server permissions

I have had everyone in my game look for a profanity filter and we haven't found anything that we can toggle on and off. Secondarily, and i will be perfectly candid, I play with idiots who can't read or follow simple instructions. I want to be able to customize the server permissions. I want to be able to toggle which they can and cant do for server rolls. Example, I want them to be able to explore and do stuff and access the chests BUT I do not want them to be able to build or destroy things.
