Currently there aren't any easy ways to plan a base's perimeter out. My suggestion is a set of surveyors tools.

First Version:
Strictly 2d perimeter. It would be a stake that you could put in the ground in a position, and as you walk away, it leaves a line. Every 40m (the size of a side of an altar's protection zone), it would have have an indicator for the level an altar would need to be to run that length. A player should be able to finish the length of line by staking it into the ground a second time. Ideally the final stake should go beyond 160m by some wiggle room amount to allow a bit of leeway in movement and planning. Once the final stake is set, the exact middle should be represented on the line to indicate where the altar would need to be placed in order to cover the planned length.

Second Version:
A more advanced version would allow a player to view and adjust from a top down view and plan in 3d. Maybe something like a kite, made of later and rarer resources. When selected, the player would left click to begin the process. They could use alt + scroll (like in building) to alter the dimensions to match the planned altar size. They would use wasd to move the broadcasted perimeter in the 2d plane, and then q + scroll to change it's elevation. Then left click again to set it, or right click to exit. It should display the exact center location of where an altar would need to be placed (ghost altar?). It should only be usable outside.
