Blood Rose armor should be real armor

The Blood Rose were clearly an elite royal guard. It would make sense for them to have extremely good armor. They are already in Veilwater Basin, so there's no harm in making them very strong high-level loot. Even if it were functionally similar to another set, it would still be nice for their armor to actually be useful as armor.
