Don't rain in intact tents

I've noticed that if I take shelter from the rain in an intact (no holes in the top) tent, it's still raining inside. It would be nice if an intact tent would actually block the rain.

When I build ceilings with certain decorations, as well, it's disappointing that rain goes through them. Iron windows are built with glass, why don't they keep the water out of my alchemist tower? :(
