Grappling Hook - Remove Stamina Consumption

I love the grapple system in the game, and I can see why it is nice to have grappling enemies consume stamina. However, in my opinion, grapple requiring stamina when not in combat seems to be an unnecessary barrier. Many times, I just have to sit and wait for my stamina to refill to climb instead of being able to just zip to a hook point.
