Let us attack underwater or atleast give us the ability to stun or push away something
Defenseless underwater discourages much underwater adventure - it also encourages players to cheese the exploration and just pull everything out of the water before hand. Then exploring.

Yeah, one of the game's major flaws is that enemies need to be cheesed, rather than dealt with honestly. Like why tf would I get into combat as a bow main when I could just jump up on a perch and fire down at the enemy as they run around uselessly below me. Nerfing my damage or skills won't do jack shit because I'm just sitting up there taking potshots at fish in a barrel. In fact they should give us MORE options, so that I don't feel forced to resort to path breaking the enemy AI like that. Players only cheese when they feel like they don't have better ways of dealing with something.
Same goes for the underwater issue op is pointing out. Why would I deal with all that crap when I can just lure the enemies out and cheese them outside of the water. I do realize developing underwater combat will be a huge undertaking, but if they don't do it, they don't get to be surprised when players just cheese all that shit. We're resorting to cheap tricks BECAUSE we don't have options.
